Two boroughs, three development plans, one address
Knightsbridge and Belgravia straddle a borough boundary, and the first practical question on any project here is which authority you are actually in. Belgravia and much of Knightsbridge sit in Westminster; the western side of Knightsbridge falls into the Royal Borough of Kensington and Chelsea. The two have different basement policies, different construction codes and different working hour restrictions, and the boundary does not follow the way people describe the area.
On top of the borough plan sit neighbourhood plans, which form part of the statutory development plan rather than being advisory. The Knightsbridge Neighbourhood Plan was made in December 2018 following a referendum in which 93 per cent voted in favour. The Belgravia Neighbourhood Plan was made in March 2024, with 94 per cent in favour, and carries an adopted Belgravia Neighbourhood Design Code alongside it. A scheme is assessed against those documents as well as the City Plan, and the Design Code in particular is specific about materials and detailing.
Belgravia and the Grosvenor Estate: internal walls need consent too
Belgravia was laid out from the 1820s by Thomas Cubitt and Thomas Cundy on land leased from the Grosvenor Estate, and much of it remains within the Grosvenor Belgravia Estate Management Scheme. As in Mayfair, the scheme binds freeholders as well as leaseholders, and Grosvenor's consent is a separate requirement from planning permission rather than an alternative to it.
Belgravia carries one requirement Mayfair does not. Under the Belgravia Scheme, changes to internal load bearing walls also require Grosvenor's consent, not merely external alterations. For a whole house refurbishment involving structural reconfiguration that is a material extra approval, obtained through a formal submission of drawings at a scale not less than 1:50 with an application fee based on the cost of the works. Grosvenor may also phase or delay approval to avoid disturbance to nearby occupiers, particularly in mews areas, and may require fees for its own structural, geotechnical, acoustic or highways consultants.
Long stucco terraces, and why uniformity constrains the work
Westminster describes Belgravia as predominantly residential with a high degree of townscape uniformity, the grander areas characterised by long stucco terraces of uniform mass, height and architectural treatment, with shorter entrance streets of brick houses with half stucco, and variety concentrated in the terrace entrances and the mews. Knightsbridge is more mixed: large scale terraces and squares from the mid nineteenth century, an area of smaller scale early nineteenth century houses around leafy squares, and the red brick with stone dressings of the Knightsbridge Green and Albert Gate areas, the latter including two classical stuccoed palazzo style blocks designed by Thomas Cubitt in 1840.
Uniformity is the constraint. Where a terrace is read as a single composition, an alteration that would be unremarkable on a detached house becomes a break in a protected rhythm. Westminster has fifty six conservation areas covering more than three quarters of the city and over eleven thousand listed buildings and structures, more than two hundred of them Grade I, so on most Belgravia and Knightsbridge addresses the relevant question is not whether heritage constraints apply but how many.
