Six conservation areas, and Article 4 on the ones that matter
Stanmore and Edgware between them account for six of Harrow's thirty conservation areas: Stanmore Hill, Little Common, Old Church Lane, Kerry Avenue and Canons Park among them. Article 4 directions are confirmed at Stanmore Hill, Little Common, Kerry Avenue and Canons Park, removing permitted development rights for the external alterations that would otherwise be automatic.
Kerry Avenue and Canons Park are worth particular care. Both are twentieth century designed developments where the value lies in the coherence of the group rather than in any single building, and alterations are assessed against that coherence. A scheme that would pass without comment on an ordinary suburban street can fail here on the basis that it breaks a rhythm.
Harrow's new basement policy applies here too
Harrow adopted its Local Plan 2021 to 2041 on 24 March 2026, and Policy GR4A now governs basements across the borough. A basement is limited to fifty per cent of the site's amenity space and must not extend into the rear garden more than fifty per cent of the depth of the host dwelling from the principal rear elevation, with a construction method statement mandatory in every case.
The policy also restricts basement accommodation to ancillary use, refusing self contained units, and refuses habitable space in Flood Zones 3a and 3b. On the larger detached plots typical of Stanmore, where a basement is often proposed for leisure space, plant or garaging, the fifty per cent of amenity space test tends to bind before the garden depth test does. There is no basement Article 4 in Harrow, so permitted development rights have not been removed borough wide as they have in several inner London boroughs.
Green Belt on the edge, and ground that changes across a plot
Around twenty one and a half per cent of Harrow is Green Belt, with a further three hundred and thirteen hectares of Metropolitan Open Land, and Stanmore sits against a good deal of it on the borough's northern edge. Where a property falls within either designation the national tests on disproportionate additions and materially larger replacement dwellings apply, and openness is assessed in visual as well as spatial terms.
Stanmore also sits on rising ground at the edge of the London clay, where gravel caps the higher land. On a sloping plot that can mean different bearing conditions at different corners of the same site, which is precisely the situation in which an assumed foundation design becomes an expensive variation. Where a scheme involves structural openings, a basement or a replacement dwelling we would rather commission proper investigation at feasibility than price a guess.
