Northwood and Pinner are in different boroughs
This is worth establishing at the outset because it changes everything that follows. Northwood is in Hillingdon. Pinner is in Harrow. Eastcote straddles the two, and both councils designate an Eastcote Village conservation area, so on the boundary the correct authority has to be checked against the address rather than assumed.
The two regimes differ substantially. Harrow adopted a new Local Plan on 24 March 2026 with a basement policy, Policy GR4A, limiting a basement to fifty per cent of the site's amenity space and no more than fifty per cent of the host dwelling's depth into the rear garden, restricting basement space to ancillary use and requiring a construction method statement. Hillingdon's Policy DMHD 3, adopted in January 2020, takes a different approach: subterranean development extending the full length or full width of a property will not be supported, front and side lightwells are not acceptable, basements are not permitted in listed buildings, and habitable rooms are refused in Flood Zones 2 and 3. Hillingdon sets no garden percentage and no storey cap, so those figures should not be quoted for a Northwood address.
Hillingdon's borough wide Article 4 on rear extensions
Northwood carries a constraint that catches out anyone applying standard permitted development assumptions. Since 22 September 2014 Hillingdon has operated a borough wide Article 4 Direction removing permitted development rights for single storey rear extensions projecting beyond four metres from the original rear wall.
That is precisely the size of extension most householders assume they can build under the larger home extension route without a full application. In Hillingdon they cannot. The borough has thirty one conservation areas, including Northwood Town Centre and Green Lane, Frithwood and The Glen, and further directions cover houses in multiple occupation and commercial to residential conversion. Harrow, by contrast, applies its Article 4 directions conservation area by conservation area, with five of the Pinner conservation areas covered, so on the Pinner side the question is whether the specific area is designated.
Aerodrome safeguarding, and thirteen conservation areas in Pinner
Hillingdon's Policies DMAV 1 and DMAV 3 require aerodrome safeguarding and consultation with operators for development affecting Heathrow and RAF Northolt, with Public Safety Zones restricting development that would increase occupancy. RAF Northolt sits close enough to Northwood that safeguarding is a live consideration on taller or larger schemes rather than a theoretical one, and it is checked at design stage rather than discovered at consultation.
Pinner, on the Harrow side, has thirteen conservation areas, more than any other part of that borough, which reflects how much of its historic village core and interwar suburban development is designated. Harrow has over three hundred statutory listed buildings and more than seven hundred locally listed, while Hillingdon has around four hundred and nine statutory and a further two hundred and ninety two locally listed. On either side of the boundary the designation position needs establishing for the specific property before a scheme is drawn.
