Three conservation areas, and an Article 4 on named streets

Bushey carries three of Hertsmere's fifteen conservation areas: Bushey High Street and Melbourne Road, with an appraisal adopted in 2009, Bushey Heath High Road, and Bushey Heath The Lakes. The Council also maintains a site specific design guide for the Warren Estate covering part of The Lake conservation area, which is worth reading before any scheme is drawn there.

Separately, Article 4 Directions remove permitted development rights at a number of named Bushey addresses, including the Reveley Almshouses, Sparrows Herne, The Moorings, The Avenue and 125 Aldenham Road, Went House, and the group at Warren Road, The Comyns, The Lake, Coles Green and Rose Lawn. Where one applies, works that would be automatic elsewhere, typically windows, new openings, external painting and hardstandings, need a full application. Hertsmere's Planning and Design Guide gives harder numbers for householder work than most Hertfordshire authorities, and knowing them at sketch stage avoids a refusal. Single storey extensions should not exceed three metres from ground level with a flat roof, or four metres with a pitched one.

Hip to gable roof alterations will normally be refused. A dormer should occupy no more than sixty per cent of the roof slope and should sit on the rear slope, with front dormers normally resisted. Two storey side extensions need a one metre set off from the side boundary and a two metre set in, and an integral garage needs minimum internal dimensions of three by four point eight metres. Parking standards apply to householder extensions as well as new build.

One caution worth stating: the section of that guide dealing with the Green Belt cites national guidance that has since been cancelled. The Green Belt test is now SADM26 and the National Planning Policy Framework, not the older document, and advice built on the superseded text can be materially wrong.

Clay, gravel and what they do to foundations

Bushey sits where two ground conditions meet. The Council's own evidence records London Clay dominating the borough from Bushey and Borehamwood across to Potters Bar, with pebble gravel on the higher ground at Bushey, Elstree and Shenley. Which of those you are on materially changes foundation design, and on a sloping Bushey Heath plot the answer can change across a single site.

Clay brings shrink and swell movement, which is why foundation depth near mature trees is a structural question rather than a formality, and why we would rather commission a proper investigation at feasibility than price a guess. Bushey's artistic heritage is also an adopted objective in the Core Strategy place policies, which shapes how the Council reads alterations in the conservation areas around the old village.
