If you own a Radlett bungalow, you may not be able to add a storey

This is the most commercially important fact about building in Radlett, and it is easy to miss. Hertsmere has made three Article 4 Directions specifically removing the permitted development right to add a storey to named bungalows in the Radlett Neighbourhood Plan area. They remove Class AA of Part 1 and Classes AC and AD of Part 20 of the General Permitted Development Order.

The streets named include Theobald Street, Williams Way, Faggots Close, Craigweil Avenue, Newberries Avenue, Gills Hill Lane, Goodyers Avenue, Links Drive and The Close. Two of the directions were modified by the Secretary of State in June 2023 and a further group was confirmed in June 2024. Importantly, an ordinary loft conversion under other classes is not removed, so the position is more nuanced than a blanket prohibition and is worth establishing properly rather than assuming either way.

Radlett also has its own Neighbourhood Plan, which passed referendum in May 2021 and forms part of the statutory development plan. A scheme is assessed against it as well as against the borough policies.

Two conservation areas and eighty per cent Green Belt

Radlett has two conservation areas, North and South, with the North appraisal adopted in 2010. Article 4 Directions also cover Little Kendals Farm, Kendal Hall Farm and Kendal Wood.

Beyond the built up area, Green Belt policy governs. Eighty per cent of Hertsmere is Green Belt, and Policy SADM26 requires that a replacement building is not materially larger than the one it replaces and that extensions are not disproportionate to the original, judged on floorspace, volume, coverage of buildings and hardstanding, height and orientation. The baseline is the building as at 1 July 1948. Hertsmere sets no percentage cap, and the policy expressly notes that a basement level may count within the assessment, so excavating is not a route around the constraint.

Boulder clay, and why the ground here is its own problem

Radlett's geology is distinctive within the borough. Hertsmere's own evidence base records Reading Beds running in a band from Radlett to South Mimms and boulder clay around Radlett specifically, rather than the London Clay that dominates elsewhere in the borough.

Boulder clay is variable by nature, mixing clay with stone and gravel in ways that are not consistent across a plot, which makes assumptions unreliable and site investigation valuable. On the substantial detached houses and generous plots that characterise much of Radlett, where a scheme is likely to involve structural openings, a basement or a replacement dwelling, the cost of finding out early is trivial against the cost of discovering it during excavation.
