Villas in gardens, mansion blocks on the street: two different jobs

St John's Wood is unusual in central London for having genuine garden setting, and Westminster's own conservation area description reflects it. To the north and on the eastern and western fringes the density is relatively low: a mixture of large detached and semi detached Victorian villas set in generous gardens along a network of wide, tree lined streets. To the south east the buildings are larger in scale, generally fronting directly onto the street, with a concentration of Edwardian and early twentieth century mansion blocks. The conservation area was designated in 1967 and extended in 1979 and 2007.

Those two halves are entirely different propositions to build in. A detached villa with its own garden and a driveway gives you site standing, a compound, potentially rear access, and a party wall position that involves one or two neighbours rather than twenty. A mansion block flat gives you none of those: every pallet goes through a shared entrance, often under porter supervision and within agreed hours, with a freeholder and managing agent to satisfy before a fixing goes into a party structure. We price the two quite differently, and the gap is mostly logistics rather than finish.

If you own a flat, you may have no permitted development rights

Given how much of the area is mansion flats, this is worth stating plainly. Permitted development rights attach to dwellinghouses. Flats do not have them, so alterations that would be automatic in a house require a full application here. Add Westminster's conservation area coverage, fifty six areas across more than three quarters of the city, and over eleven thousand listed buildings and structures, and the consent position needs establishing at the outset rather than assumed.

There is also an Article 4 Direction covering Abbey Gardens NW8, at numbers 1 to 47 odd and 2 to 56 even, one of eight conservation area Article 4 areas Westminster maintains removing permitted development rights for specified minor alterations. Whether it applies is an address level question rather than a postcode one, and the Council publishes an address checker for exactly that reason.

Basements under a garden: what Policy 50 allows

St John's Wood's generous gardens make it one of the more realistic parts of Westminster for a basement, but the policy still governs. There is no permitted development route anywhere in the city: an Article 4 Direction in force since 31 July 2016 requires a full planning application for any basement. Under Policy 50 of the City Plan, renumbered from Policy 45 in the January 2026 partial review, a basement should not extend beneath more than fifty per cent of the garden land and should leave a margin of undeveloped garden proportionate to the development around the entire site boundary.

It should not comprise more than one storey beneath the lowest original floor level, which the Council's supporting text puts at approximately 2.7 metres floor to ceiling, and must provide at least one metre of soil depth plus a 200mm drainage layer with adequate soil volume above the top cover. That soil requirement is what protects mature trees and planting, and on a St John's Wood garden it is usually the constraint that shapes the scheme rather than the fifty per cent. Basement projects are Level 3 under Westminster's Code of Construction Practice, requiring a Construction Management Plan at least forty working days before commencement.
