The heath is split by the A2, and so is the planning regime
Blackheath sits across a borough boundary, and the line is the A2 Shooters Hill Road. North of it is Royal Greenwich; south of it, including Blackheath station and the village, is Lewisham. Each borough designates its own separate Blackheath conservation area, and Greenwich additionally has Blackheath Park. Establishing which side an address falls on is the first question on any project here.
The two basement regimes are quite different. Greenwich has no standalone basement policy in its Core Strategy, which addresses extensions including basements only through a general design policy. The numbers sit in its Urban Design Guide, which supports only single storey basements, generally limits them to the host building footprint, may refuse schemes where daylight provision causes cumulative loss of more than half the rear or front garden, does not support basements at listed buildings and does not permit them in Flood Zone 3, with a Basement Impact Assessment required. Lewisham adopted a new Local Plan on 16 July 2025, and its Policy QD9 requires a Basement Impact Assessment proportionate to the host building, accounting for local geology, showing no harm to trees of value and maintaining adequate soil depth for landscaping. It sets no numeric limits at all, so no garden percentage, storey cap or soil depth figure should be quoted for a Lewisham address.
Maritime Greenwich is a World Heritage Site, and the buffer reaches the heath
Greenwich carries a constraint that few English boroughs do. Maritime Greenwich was inscribed as a UNESCO World Heritage Site in 1997, with a Statement of Outstanding Universal Value agreed in July 2013. Policy DH4 requires that development within the site, its buffer zone and its setting must not harm that value, expressly including views to and from the site.
The geography matters for building work. Greenwich Park and the heath north of the A2 sit inside the World Heritage Site itself. The heath south of the A2 and Blackheath Village sit within the buffer zone. A property well away from the Old Royal Naval College can therefore still be assessed against World Heritage policy, and the buffer zone is treated as inappropriate for tall buildings. There is also a formal Blackheath Joint Working Party, a joint Greenwich and Lewisham body coordinating planning and management across the heath, with the Blackheath, Greenwich and Westcombe Societies represented.
Article 4 coverage differs sharply between the two boroughs
On the Greenwich side, householder Article 4 directions cover Ashburnham Triangle, East Greenwich, the Progress Estate, Rectory Field, Shrewsbury Park and West Greenwich, but notably not the Blackheath or Greenwich Park conservation areas. Greenwich has twenty three conservation areas and almost a thousand listed buildings.
On the Lewisham side the position is the opposite way round: historic environment Article 4 directions cover around thirty five conservation areas including Blackheath, alongside a borough wide direction covering small houses in multiple occupation. Lewisham has twenty nine conservation areas and over six hundred listed buildings. Two adjacent properties either side of the A2 can therefore sit under materially different control, which is exactly the kind of thing that needs checking rather than assuming.
