Bromley has no basement policy at all

This is a verified negative rather than an oversight in our research, and it is unusual enough to state plainly. The Bromley Local Plan, adopted on 16 January 2019, contains no reference to basements whatsoever. The borough's Urban Design Guide mentions them only in relation to car parking.

A basement in Chislehurst is therefore assessed under general design policy, the residential extensions policy, heritage policy, flood risk and national planning policy, rather than against any local numeric standard. There is no garden percentage, no storey cap and no soil depth requirement to design to, and anyone quoting such figures for Bromley is applying another borough's rules. In practice that gives more room to argue a scheme on its merits, and correspondingly more weight falls on the quality of the design and the supporting assessment.

The only numeric householder standard in the plan worth knowing is Policy 8 on side space: for proposals of two or more storeys, a minimum of one metre must be retained from the side boundary for the full height and length of the development.

Chislehurst's Article 4 directions and Areas of Special Residential Character

Bromley has forty seven conservation areas, and Chislehurst carries two: the Chislehurst conservation area and a separate Chislehurst Road conservation area, the latter with an appraisal and management plan adopted on 25 June 2025.

An Article 4 Direction confirmed on 24 June 2022 and effective from 19 July 2022 removes permitted development rights under Part 1 Class C, covering roof alterations, in the Chislehurst Road conservation area. Bromley also uses Article 4 directions to protect designated Areas of Special Residential Character, and the Marlings Park Estate in Chislehurst is one of them. That designation is not a conservation area but it functions similarly in restricting what can be done without permission, and it is easy to miss because it does not appear on a conservation area map.

Half the borough is Green Belt, and the Commons have their own Act

Bromley is the largest London borough at around a hundred and fifty square kilometres, and government figures for March 2025 record 7,660 hectares of its 15,010 hectares as Green Belt, just over half. Scadbury Park, immediately north east of Chislehurst, is confirmed Green Belt, and Local Green Space designations in Chislehurst include Bull Lane Allotments, the Chislehurst and Walden recreation grounds, Whytes Wood and Walden Woods.

Chislehurst Commons add a further layer that has nothing to do with the planning system. Around a hundred and ninety acres are governed by the Metropolitan Commons (Chislehurst and St Paul's Cray) Supplemental Act of 1888, which remains in force with an attached scheme of management administered by the Commons Trustees. Where a property adjoins or takes access across the Commons, that regime is a separate consideration from planning permission, and it is worth establishing the position early rather than discovering it when access for plant is needed.
