Hounslow has no basement policy, and controls depth instead

This is a genuine difference from the boroughs immediately east. Hounslow's adopted Local Plan contains no standalone basement policy. Basements appear only as a clause within Policy SC7 on residential extensions and alterations, and the Council has committed to preparing a supplementary planning document that has not yet appeared. The emerging Local Plan, submitted for examination in June 2025 and still not adopted, repeats the same position.

What actually governs is the Character, Sustainability and Design Codes SPD adopted in May 2024, which supersedes the 2017 extension guidelines still widely quoted online. Unusually, it controls basements by absolute depth rather than garden percentage: no deeper than a single subterranean floor, no extension beyond the main front or side walls, and beneath a garden a maximum depth of 3.05 metres for a terraced house, 3.65 metres for a semi detached and 4.25 metres for a detached property. A minimum one metre of reinstated soil is required over a garden basement, lightwells are limited to one metre from the front wall and two metres from the rear, access must be internal with no external stairs, and new basements to listed buildings are opposed in principle.

Bedford Park: basements are not permitted at all

If your property is in the Bedford Park Conservation Area, the position is not a presumption to be argued but an outright prohibition. The Council's adopted design code states that no basements are allowed in the Bedford Park Conservation Area. That is unusual even by London standards and it is absolute.

It compounds with two further constraints. Every surviving original building in the suburb has been listed Grade II since 1967, so the whole building is protected inside and out. And an Article 4(2) Direction made in July 2001 removes permitted development rights for windows, doors, roofs, porches and chimney stack works on elevations fronting a highway, open space or waterway. Bedford Park is among the most tightly controlled residential areas in west London, and a scheme conceived without that in mind will not survive contact with the planning system.

Chiswick's stock, and the three directions that apply borough wide

The Council characterises Chiswick as running from elegant Edwardian mansion blocks on the High Road, through the late nineteenth century Arts and Crafts garden suburb of Bedford Park, to grids of Edwardian and Victorian terraced streets to the south, with the eighteenth century riverside houses of Strand on the Green adding another layer again. Each behaves differently on site, and the mansion blocks in particular bring freeholder consent and shared access constraints that a house does not.

Hounslow keeps its borough wide Article 4 directions to three: the Bedford Park and Gunnersbury Park one described above, a small house in multiple occupation direction in force since September 2023, and a direction covering commercial to residential conversion and demolition and rebuild, in force since April 2025. Twelve conservation areas cover Chiswick, among the borough's twenty nine: Bedford Park, Chiswick High Road, Chiswick House, Glebe Estate, Grove Park, Old Chiswick, Stamford Brook, Strand on the Green, Thorney Hedge, Turnham Green, Wellesley Road and Kew Bridge.
