Islington's basement rule takes the lesser of two tests
Islington adopted its current Local Plan on 28 September 2023, and Policy DH4 governs basements. The garden test is expressed in an unusual way that is easy to misread: a basement must occupy less than fifty per cent of the original garden or unbuilt area, or the area outside the host footprint must be no more than fifty per cent of the host footprint, whichever is the lesser. On a Canonbury terrace with a modest rear garden and a substantial building footprint, those two tests can produce very different answers, and the binding one is the smaller.
Only one storey is permitted below the lowest original habitable floor, with two storey basements resisted, and floor to ceiling height is capped at three metres. Unless the basement sits within three metres of the original rear wall, a minimum of one metre of soil plus a two hundred millimetre drainage layer is required above the top cover, rising to as much as one and a half metres on constrained sites or where large trees are proposed. A structural method statement is mandatory, and an arboricultural report to BS5837:2012 is required where trees are involved.
One point worth stating plainly because it is often got wrong: Islington has no basement Article 4 Direction. The adopted plan itself acknowledges that some basements may still be permitted development. That is a different position from Camden, Westminster, Kensington and Chelsea, Hammersmith and Fulham or Richmond, all of which have removed those rights borough wide.
Article 4 covers forty of Islington's forty two conservation areas
Canonbury is conservation area CA8, designated in February 1969 and amended in 2001, and it sits within an exceptionally tightly controlled borough. Permitted development rights have been removed in forty of Islington's forty two conservation areas, which means doors, windows and painting brickwork all require planning permission.
Combined with Policy DH4, the practical position in Canonbury is that effectively every external change and every basement needs consent. That is not a reason to avoid working here, but it does mean the consent programme is the critical path on almost any project, and a contractor who treats it as a formality will lose you months. Islington also has around four thousand five hundred listed buildings, so the probability that a Canonbury address carries listed status as well is far from negligible.
Georgian and early Victorian terraces on constrained streets
Canonbury's stock is predominantly early nineteenth century terraces and squares, and the construction implications follow from the form rather than the finish. Shallow historic foundations sit alongside neighbours on both sides, so almost any structural opening or below ground work engages the Party Wall etc. Act with multiple adjoining owners rather than one.
Street access is the other constraint. These are narrow streets with controlled parking and no rear access on most plots, so material handling runs through the house and every day of skip or plant standing is a paid suspension. Islington has only limited Metropolitan Open Land at Highbury Fields and the Parkland Walk and no Green Belt, so the constraints here are heritage and logistics rather than openness.
